The standard road gauges manufacturerd by CPN (MC-1 DR/MC-3), Troxler
(3430/3430) or Humboldt Scientific (5001C/5001EZ) should be able to
perform this task with both hands tied! as these guages read moisture in
backscatter mode some commonsense method may be required to deal with
the underlying surface (if any).
