I have heard that Campbell Scientific had modified a CS615 Water
Content Reflectometer for such an application. You could contact

To whom it may concern,

We have an application for the measurment of water content in in a sheet of
paper board that is 12mm thick and 8' x 12' in size. The application is an
industrial one where the water content in different parts of the sheet is
required to be known at the exit of the paper board dryiers.
