My first thought about this application is the use of microwave techniques.
Several manufacturers can be found on the web (search for "microwave" and
"moisture"). It is a non-contact measurement, and can be well integrated in
manufacturing process (e.g. on conveyor belts etc.). I have however no
practical experience with this technique.
