soil moisture sensors - introduction and NASA pods

 Greetings:
 
 I am a new member to this list and look forward to exchanging information
 and ideas with the members.  I am an agricultural engineer and am employed
 by an environmental engineering group in New Orleans, LA.  I am interested
 in soil moisture sensing for application in several different areas.  My
 first question to the group is in regards to the soil moisture sensing
 pods discussed recently in a press release from the NASA Jet Propulsion
 Laboratory.  Is anyone familiar with this equipment and if so how can I
 learn more about it.
