Measuring moisture content in granular pavements

I am interested in any information (or where I can find it) on instruments
for measuring periodically (seasonally) the moisture content in crushed
unbound aggregate layers in pavements.  I am also interested in contacts in
the UK for purchasing such instruments.  I have considered TDR but are
interested in contacts for other devices, e.g. gypsum blocks.
