I can confirm that Delta-T's DL2e Data Logger can be set up to handle
Watermark and Gypsum Block sensors. The Logger has to be fitted with an ACS1
AC Excitation Card and an ACD1 AC/DC Analogue Input Card (both are push-fit
cards and can be quickly installed by the user). This combination allows the
logger to power and log up 30 of either type of sensor.
I wouldn't claim this is a low-cost solution, but the larger the number of
sensors needed, the better value it becomes. Also, as the DL2e is a general
purpose logger, the unused input channels can be used to simultaneously
monitor more accurate soil moisture devices, such as water-filled
tensiometers or ThetaProbes, which can be used to provide reference
readings, or alternatively meteorological sensors can be connected to the
logger.

Gypsum blocks are usually read manually although I'm aware of a couple
options for logging that include radio transmission to a receiver/logging
device (MEA, Adcon).  These are quite expensive.

I'm looking for a stand alone gypsum block logger that can be left in the
field to record "continuous" data from a small array of blocks (say 6),
which can then be downloaded.  It must be inexpensive.

Some components would be- AC power source; Actuating electronics for
periodic measurements; Resistance or current meter; Logger; Multiple input
ports/channels (nominally 6); Download port;

Supporting software including calibration of resistance to tension for
appropriate porous media devices would be desirable.

Do you know of anything that would satisfy these requirements.
