I provide an irrigation service for perennial horticulture.  It is based on
software that uses ET.  Advice and updating of files is provided through the
Internet.  I mention this service since it is compatible with your intention
to combine with a website.  I do not supply soil monitoring equipment but do
prefer to combine ET with soil monitoring for calibration of crop
coefficients.  I work with any soil moisture system that I can use to
quantify water use in mm.  (that includes the humble tensiometer providing I
have the appropriate soil profile information).
I would be interested in hearing from anyone with a similar service.

I work for a consulting company in Colorado USA and would like to update
our irrigation scheduling service. I am looking for an accurate, portable,
durable, and affordable soil moisture meter and software package. I would
like to be able to eventually host irrigation shceduling on our website,
and support it with our field investigations. I would appreciate any leads
or suggestions.
