You don't state the composition of the pipe - but at those temperatures i
assume it is metal.   That cuts out all capacitive methods, TDR and
microwaves - the only method i know of is the neutron method.   Though the
standard NPS probe method will not work.  I suggest you consider a method
which operates from outside the pipe with a single neutron source and a
series of detectors around the pipe.

I have a contact who can make such devices (at a price)  if you are
interested.
