Hi Bruce,

This is a completely uninformed response to the posted question, but I happen
to be aware of a polymer at Dow Chemical that can turn liquids into a sort of
gel-like substance.  It's called DryTech and it is generally used in diapers. 
I have heard that it can also reduce the infiltration of liquids into soil,
but it might be too expensive for large-scale use.  I think it would be worth
an email or phone call though:
