SOWACS: material which can get equillibrium with soil moisture?

Dear all

For my research, I was looking for a material or film which can absorb
moisture and have equilibrium status with the soil. Then I found filter papers can be used to measure soil moisture content. But I am wondering whether I can use filter pares to measure moisture content upto 75 or 85% from 20-30% volumetric and gravimetric.
If any body knows about it, please let me know. If you know another material or film better than filter papers that also important to know.
