I work south of Washington in south eastern Oregon and southern Idaho,
so I cannot answer your questions for Washington.

Growers here mostly do not use soil moisture sensors.  Those that do use
the following in approximate order of prevalence
1. Watermarks using the hand held reader from Irrometer.
2, Watermarks using the AM 400 meter from MK Hansen.
3. Enviroscan.
4. Tensiometers.
5. A few neutron probes.
6. A few single depth capacitance probes like ECH2O and GroPoint.
