SOWACS: moisture testing with Infrared sensor

I am doing soil and other moisture testing with Infrared sensor. So I need to take samples with different 
moisture contents. I am wondering how can I adjust the surrounding environment according to the 
moisture level of the sample to avoid evaporation or absorption/adsorption. 
I really appreciate if you can share your experiences or ideas with this.
