All dielectric sensors depend on determining differences between 
mixtures of moisture with materials having substantially different 
electrical properties.  Minerals tend to have low dielectrics near to 
air.  Organics may be considerably higher reducing metric precision. 
 The matrix properties of your substrate also will affect the moisture 
state and its distribution.  Precision will also be lost if the moisture 
does not spread evenly throughout the area occupied by the sensor.
