A mobile sensor was demonstrated by the US Salinity Lab who were attempting
to map soil salinity but variations in water content were a major factor.
They used a Geonics EM-31 and maybe the EM-38 which can be acrried around
and used to make soundings (See Rhodes, ???). Also Hendrix at Succoro
(sp?), NM is currently researching this area.
