The circumstances were not really similar but I was looking at using the
Theta probe to determine soil water changes at 4"(0.1 m) depth last summer.
The crop was lettuce, which is quite sensitive following transplanting. At
that time conditions remained quite moist. Several weeks later a deficit of
about 20 mm developed and appeared to be tracked quite well by the Theta
probe. I'd imagine that the Environscan would do a similar job. Theta probe
and logger are attractive in being more compact and less susceptible to
damage by field machinery. However, downloading of data from loggers
appears not so straight forward.

A 6mm application at about 18 mm deficit, together with some nitrogen
(unfortunately from the experimental point of view), made a significant
difference to final crop yield.
