The IAEA report will include the recommendations and five papers, some
lengthy, and is in the hands of an editor at present. I would expect it to
be available in printed form later this year, although my understanding is
that it won't be reprinted when copies run out. One of the recommendations
in the report is that IAEA create a WWW site containing information
relating to soil water content assessment including the report. So, I
would hope to see this occur also some time this year. Although it is not
the official IAEA version, my paper for the report is available as a draft
Adobe PDF file at http://www.cprl.ars.usda.gov/programs/

Martin's comments about tensiometers, hysteresis, and the different kinds
of information that tensiometers and water content sensors can provide
were on the spot. Because of hysteresis, and the flatness of the scanning
curves where they intersect the main drying and wetting curves in a plot
of tension vs. water content, quite wide variations in plant available
water may occur for a given field-measured tension.
