Dielectric dispersion of wet soil

Dear readers,
I am looking for all information about the dielectric dispersion of soil
in the range below 100 MHz (Frequency Domain Method).
In the literature (e.g. by Arulanandan WO 86/05278) you can read, that
there is a complex dielectric dispersion in the radio frequency range.
It is found, that both the conductivity (imaginary dielectric part) and
the dielectric constant, of a cohesive system (mixture of soil with
clay) distinctly vary. However, for a granular system (sand, glass
beads), it is observed that the conductivity and the DK are independent
of frequency.
-> What is the reason? Did you observed similar effects?
