The short answer to your question is "Yes". In the section preceding page 10 of my paper "applicat.pdf" downloadable from: <http://www.???/irristat.html> and (incorrectly) designated as the short paper, the physics of osmotic tensiometers is discussed, and I note that a stable osmotic tensiometer, (even with a useful range from 0 to -15 bars), of the Peck and Rabbidge type (see references 26 and 27 on page 18 of the same paper) can be easily constructed with an acrylamide gel.
