As far as I can gather, the variation in dielectric constant iscaused 
by the thermal expansion co-efficient of water. From that it would 
follow that as clay soils has more bound water and less freewater, 
it would behave differently. The dielectric constant of boundwater 
is much less than that of free water.
If I am wrong in this, please correct me.
